Cebu Airport to Cebu City and Back: Taxi, Grab or Bus

The airport is on Mactan Island, and everything most visitors call "Cebu City" is across the water. The two bridges — the Marcelo Fernan and the older Mandaue-Mactan — are the whole story: at a quiet hour the drive is half an hour, and in the weekday morning and evening peaks the same 14 km takes an hour and a half.

So plan around the clock rather than the distance. If you are connecting to a bus south the same day, or heading straight on to Moalboal, assume the worse end of that range; a taxi driver's estimate is quoted for an empty bridge.

For most arrivals the metered white taxi is the right answer: it is the cheapest door-to-door option, the rank is immediately outside arrivals, and the marshal's slip gives you the car's details. The one thing to hold firm on is the meter — a fixed price offered before you get in is almost always above what the meter would have read.

Grab costs more but removes the negotiation entirely, which is worth something at the end of a long flight; buy a SIM inside the terminal first, because you need data to book. And if you are travelling light, MyBus at around ₱50 is a tenth of the taxi fare for a journey that is barely slower.

If your plan is a beach day before flying home, or a late arrival and an early departure, crossing to the city may be a journey you do not need to make at all — the resorts on Mactan are within half an hour of the terminal and put you on the water the same afternoon.

Nearly every trip out of Cebu starts from the city, not the airport: buses south leave from the South Bus Terminal and buses north from the North Bus Terminal, a short walk from SM City Cebu. Get to the city first, then take the right terminal for where you are going next.

For the south, take a taxi or Grab from the airport to the South Bus Terminal (about ₱250 to ₱300), or MyBus to SM City Cebu and a jeepney on from there for a fraction of that. From the terminal it is one bus to Moalboal or Oslob, and past Moalboal to the waterfalls at Badian and Ginatilan.

For the north, the ₱50 MyBus from the airport ends at SM City Cebu, so you can walk across to the North Bus Terminal as soon as you arrive. From there it is one bus, or one bus and a boat, to Malapascua, Bantayan Island or the Camotes.

The return leg is the one to pad. Traffic on the bridges is a bottleneck in both directions, and a missed flight costs far more than an early arrival. For a domestic flight, leave the city three hours before departure; for an international one, four to five, since check-in closes earlier and the same bridges stand between you and it.
