Where to Stay in Cebu: Choosing Your Base
There is no single place that works for every Cebu trip. The island is long, and where you stay has a big effect on how much time you spend travelling. Mactan is the easiest base for the airport and beach resorts. Cebu City is better for food, heritage sites, shopping, and transport connections. Moalboal and Badian put you closer to the south-west coast's diving, snorkeling, canyoneering, and waterfalls. Bantayan, Malapascua, and the Camotes make more sense when you want an island stay and are willing to spend more time getting there.

Mactan: easiest base near the airport
Mactan Island is home to Mactan-Cebu International Airport and a large concentration of beach resorts, particularly around the Punta Engaño and Mactan coastal areas. Most resorts are roughly 15 to 30 minutes from the airport, depending on traffic and the exact location.
That makes Mactan convenient for a first or last night, a short beach break, or a trip where you do not want to spend much time travelling after landing.
The trade-off is that Mactan is primarily a resort and urban area rather than the best base for exploring Cebu's inland and southern attractions. Its beaches also vary considerably by resort and coastline: many are developed or resort-managed rather than long stretches of open public beach. There is snorkeling around Mactan, while boat trips can take you farther out to reefs, islands, sandbars, and other marine sites. Choose Mactan if you want a convenient airport connection, a resort stay, or a short beach-focused trip.
Cebu City: food, heritage, and transport connections
Cebu City is the most useful urban base on the island. It has a large concentration of restaurants, cafés, shopping areas, hotels, and historic sites, including the city's heritage district around Magellan's Cross, the Basilica Minore del Santo Niño, Fort San Pedro, and Colon Street.
It is also useful for day trips because both the Cebu North Bus Terminal and Cebu South Bus Terminal are in Cebu City. The North Terminal serves routes toward northern Cebu, including areas around Bogo, Hagnaya, and Maya, while the South Terminal serves destinations such as Moalboal, Badian, and other parts of southern Cebu.
There is no beach-resort coastline in Cebu City itself. For swimming and beach time, you will need to travel elsewhere, while southern attractions such as Moalboal and Badian involve several hours on the road.
The hills around Busay are also within Cebu City and offer cooler temperatures and views over the metro area. Choose Cebu City if food, history, nightlife, shopping, and easy access to transport matter more than being beside the beach.
Moalboal and Badian: the south-west coast
Moalboal and Badian are good bases if the main reason for visiting Cebu is the water and outdoor activities. Moalboal is known for its sardine run, snorkeling, diving, and access to nearby marine sites. It is roughly 90 km from Cebu City, with a typical drive of around 3 hours by private vehicle, depending on traffic.
Badian is farther south and is particularly convenient for Kawasan Falls and canyoneering. From Cebu City, the journey is roughly 100 to 120 km and around 3 to 3.5 hours by road.
Staying in this area saves you from making the long journey from Cebu City every day. Moalboal has many dive shops, guesthouses, and smaller hotels, while Badian has a mixture of resorts and smaller accommodation. The main drawback is the transfer at either end of your stay: if you are coming directly from the airport, allow several hours for the journey rather than treating it as a quick trip across Cebu. Choose Moalboal or Badian if diving, snorkeling, canyoneering, waterfalls, and outdoor activities are central to your trip.
Bantayan, Malapascua, and the Camotes: island stays
Cebu's northern and eastern islands are better suited to travellers who want to slow down and spend several nights in one place. Bantayan requires a road journey north to Hagnaya Port followed by a ferry to Santa Fe. The road trip from Cebu City is roughly 3 to 4 hours, followed by a ferry crossing of around 1 to 1.5 hours.
Malapascua involves a similar combination of road and boat travel. From Cebu City, the journey to New Maya Port takes roughly 4 to 4.5 hours by road, followed by a 30 to 40 minute boat crossing. The island is particularly known for thresher-shark diving at Monad Shoal.
The Camotes are another option for a slower island stay, reached by ferry from Cebu's mainland. They are less convenient as a base for exploring Cebu's main tourist areas, but that is also part of their appeal.
You can technically visit these islands on a very long day trip, but the combination of road and ferry travel makes an overnight stay much more practical. Give yourself at least two nights if you want the journey to feel worthwhile. Choose the islands if you want beaches, slower days, island scenery, or a trip centred around diving rather than sightseeing around mainland Cebu.
Which base should you pick?
- Short trip or airport-focused stay: Mactan
- Food, heritage, shopping, and city life: Cebu City
- Diving, snorkeling, and the sardine run: Moalboal
- Kawasan Falls and canyoneering: Badian
- White-sand beaches and a slower island stay: Bantayan
- Thresher-shark diving: Malapascua
- A quieter island trip: Camotes
How many bases do you need?
For three days or less, one base is usually enough, because moving hotels can take up a significant part of a short trip. For five to seven days, two bases can make sense if you want to combine very different parts of Cebu: for example, a couple of nights around Cebu City or Mactan followed by several nights in Moalboal, Badian, or on an island.
Three bases in one week is possible, but each move means packing, checking out, travelling, and checking in again. Unless the destinations themselves are the main reason for the trip, the extra transfers may not be worth it.
Frequently asked questions
Is it better to stay in Cebu City or Mactan?
Choose Mactan if you want to be close to the airport and stay near the beach. Choose Cebu City if you care more about restaurants, heritage sites, shopping, and having an urban base for exploring. The two are relatively close geographically, but traffic can make the journey much longer than the distance suggests. The airport-to-city drive is commonly around 30 to 60 minutes, with considerably longer journeys possible during heavy traffic.
Where should you stay in Cebu for beaches?
Mactan is the most convenient choice if you want a beach resort close to the airport. Moalboal and Badian are better suited to trips centred around snorkeling, diving, waterfalls, and other outdoor activities. Bantayan is a better fit if the beach and island atmosphere are the main attraction.
How many places should you stay in during a week in Cebu?
Two bases are usually enough. A couple of nights around Cebu City or Mactan followed by several nights on the south-west coast or an island gives you variety without turning the trip into a sequence of hotel transfers. If you would rather travel slowly, staying in one place for the whole week is also perfectly reasonable, especially if your priority is diving, beach time, or simply having fewer logistics to deal with.
