About Basdiot, Moalboal — Diving & Sardine Run

Basdiot is the heart of Moalboal's diving scene, located along Cebu's southwest coast and facing the Tañon Strait. Its coastal waters are famous for the year-round sardine run, where massive schools of sardines gather just offshore, as well as frequent sea turtle encounters. Divers and freedivers can explore the reef and underwater walls directly from shore, while boat trips from the area provide access to Pescador Island and its dramatic coral walls and marine life.

What to expect

Panagsama Beach, in Barangay Basdiot, is Moalboal's dive hub — and it is an underwater destination, not a sandy one. The shore is rocky and reef-fringed, but that reef is the point: the year-round sardine run swirls in enormous shifting columns about 15 to 20 metres out, close enough to reach on a snorkel, and green turtles graze the seagrass near the surface most days. Divers and freedivers drop straight off the wall from shore, and boats run out to Pescador Island's coral walls. The village itself is a compact strip of dive shops, dorms and casual restaurants — a diver's base rather than a resort beach.

Editorial review

If you’re coming here expecting a relaxing beach or sandy shoreline, you’re in the wrong spot—this place is strictly for diving enthusiasts, as you'll notice from all the dive shops lined up around the area.

Know before you go

Panagsama has no entrance or parking fee. You do not need to pay for a dive to see the sardines or turtles — snorkelling from shore is enough, and dive shops rent gear and run guided snorkel trips. The sardine run is present all year, but December to May brings the calmest seas and best visibility, and early morning is best underwater. It is roughly a 2.5-to-3-hour drive south-west from Cebu City, or a south-bound bus from the Cebu South Bus Terminal.
