TOPS Cebu is a mountain lookout in Busay above Cebu City and one of the most established viewpoints in the province. Sitting near the top of the Transcentral Highway ridge, it opens onto a sweeping outlook over Cebu City, the Mactan Channel, Mactan Island and the mountains behind — a panorama that shifts through the afternoon from daylight haze to sunset color to the full spread of city lights after dark. The site has been substantially redeveloped as The Circle at TOPS, a multi-level complex with more than twenty restaurants, cafés and bars alongside the elevated SKAI 360° viewing deck, so the classic lookout is now paired with somewhere to sit and eat. Entrance is around ₱100 per person with a small additional charge for rooftop deck access, and the site is open around the clock — one of the few Cebu viewpoints where a late-night visit is genuinely practical. The cooler mountain air is a noticeable change from the city below, and the adjoining TOPS Petting Park makes it workable as a family stop.
